Mob doesn't attack (ignores second AI goal)

Hi. I want to create a mob (guardian) which will randomly swim around and melee attack players if they come too close. I'm using movetowardstarget AI goal selector (I dont know why, but movetowardstarget causes the mob to swim randomly around :p ) and meleeattack goal selector. However the problem is, that the mob ignores the second goal selector. If I put movetowardstarget in first position and meleeattack in second, mob randomly swims but doesn't attack.
