I'm using 2.4.5 MM on a 1.10.2 Spigot server, and attributes/options for items don't work, along with options for mobs.
In this case, the zombie does not have 90% knockback resistance, nor does it have reduced movement speed (I also tried with ms set to 0, and the mob still moved regularly).
Item attributes/options + Mob options don't work
