Help with spawning Mob's inside blocks (stone, underwater.. etc)

I am trying to spawn mobs in the ground But I can't figure out how to do it.
The mobs seem to always spawn on the ground or on water instead of in it.

It might be really easy but I just can't get it to work.. How could I do something like this?
