Explain RandomSpawning in config?

My question is this: can anyone break down the parameters under RandomSpawning in the config and explain exactly what each one does? They are somewhat self-explanatory by their names, but with all the tweaks I've tried, enabling this feature always results in an obscene amount of custom mobs spawning.

RandomSpawning:
GenerateSpawnPoints: false
MaxMobsPerChunk: 80
SpawnRadiusPerPlayer: 64
SpawnRadiusPerPlayerY:...
