Random spawners with add

Hello again! I wanted to add some monsters during the day so I made some randomspawners with "add" with values like 0.005 chance to spawn. However when players stay on an area (inside their base for example) these continue to spawn and the area gets cluttered.

I used this condition ( - mobsinchunk <3) and set spawnerinterval to 10. But they still are a lot. Which is the best way to achieve an spawning that spawns 3-4 mobs on the surface every ~10 chunks or so and stays that way? Or what...
