Patrols make more sense on the spawners & Rotational skill

Patrols on npcs
Since I have a single npc definition but many spawners, it makes sense to have the patrol points assigned to the spawners and optionally on an npc

Due to the current way patrols work I have to create many npc definitions which should not be necessary

Rotation on npcs
Also due to not being able to define rotation on a spawner, I have to assign a editentity rotation skill ~onspawn to the NPC, because this is not defined in the spawner, i have to create many npc...
